Introduction
What GEIPAN Records for Creuse
GEIPAN is the French official body, within CNES, that collects, analyses, archives and publishes reports of unidentified aerospace phenomena. CNES states that the programme began in 1977 and works with partners including the gendarmerie, police, air and space force, CNRS and Météo-France. Its published figures also show why caution is built into the system: only a small minority of all cases are classed as unidentified after investigation, while a much larger share are either identified, probably identified, or left without enough data.[CNES]cnes.frGEIPAN | CNESGEIPAN | CNES
For Creuse, the public record is modest. GEIPAN’s case-search results list five department entries: La Courtine in 1976, Saint-Sulpice-le-Dunois in 1988, a department-wide Creuse astronomical case in 1989, Sermur in 2018, and the N145 observation from Saint-Priest-la-Plaine towards La Souterraine in 2024. Their classifications are mixed but telling: one B case, one C case, and three A cases. The newer identified cases help set the tone. At Sermur in August 2018, a witness photographed what appeared to be five aligned lights and a rectangular flat structure; GEIPAN concluded that the repeated red, white and green light pattern, the six-second exposure, and the apparent motion were consistent with a passenger aircraft. The case was classed A, with GEIPAN noting that the image supported the explanation even though the exact aircraft could not be formally identified because of the delay before processing.[Geipan]cnes-geipan.frOpen source on cnes-geipan.fr.
The 2024 N145 case shows an even more modern kind of evidence check. A driver photographed a grey point in the sky near Saint-Priest-la-Plaine on 15 September 2024. GEIPAN identified it as a gas balloon from the 2024 Gordon Bennett Cup, using the photograph, the witness location, the direction of observation, and balloon tracking data. The 1989 Creuse case is also important because it looks like a small local cluster at first glance. GEIPAN describes multiple gendarmerie brigades observing bright, scintillating points in the eastern sky over several evenings, then explains the phenomenon as astronomical: star scintillation under favourable weather conditions. That case is classed A, not because nobody was puzzled, but because the pattern across brigades was explainable once astronomy and viewing conditions were considered.[Geipan]cnes-geipan.frOpen source on cnes-geipan.fr.
The Saint-Sulpice-le-Dunois Problem
The file that creates the main evidence gap is Saint-Sulpice-le-Dunois, observed on 13 October 1988. GEIPAN’s summary describes a yellow luminous ball, roughly the size of a car headlamp, seen for about half an hour at around 20:30. It reportedly moved back and forth at high speed, both horizontally and vertically, without any detected noise. The witness’s spouse also saw the phenomenon, but GEIPAN’s published case page ends with the crucial limitation: no other information could be gathered. The gendarmerie file adds useful texture, but not enough to resolve the case. The report says the gendarmes learned of the observation two days later through local rumour, visited the site, and recorded that the witnesses had not called the gendarmerie on the evening itself because they feared they would not be taken seriously. The observation point was given as 352 metres above sea level; the sky was described as completely clear, the night dark, visibility good, and the wind almost absent. There are several details that make the testimony interesting. The main witness said the object was circular, bright yellow, at a height she could not judge, and moving faster than an aircraft in repeated vertical and horizontal motions. She added that no beam came from it, that it sometimes appeared stationary, and that she noticed a slight yellowish trail beneath it at one point. Her husband’s statement was shorter: he saw a circular luminous object, flame-coloured, moving quickly without noise, but only watched for a few moments before going to bed.[Geipan]cnes-geipan.frOpen source on cnes-geipan.fr.
The file also contains the beginnings of a check for alternative witnesses and obvious official explanations. Gendarmes contacted people in the surrounding area and found no other witness. A fishmonger’s lorry, which might have provided an independent sighting because it usually passed at that hour, had not passed through on the evening in question. Those points matter, but they do not close the gap. The case has two related witnesses in the same household, no photograph, no radar or air-traffic correlation in the published file, no independent local corroboration, no precise angular measurements, no exact direction beyond the broad north-east indication, and no documented reconstruction that would allow modern readers to test aircraft, celestial, balloon, vehicle-light or atmospheric explanations with confidence. The report is valuable as a historical witness record, but it is not a strong evidential platform.
How Category C Changes the Claim
GEIPAN’s classification system is designed to prevent exactly the mistake that often happens in UFO retellings: treating “not explained” as if it automatically meant “strong mystery”. GEIPAN says its classification rests on two ideas: residual strangeness after investigation, and consistency, meaning the quantity and reliability of the data collected. That distinction is central to Saint-Sulpice-le-Dunois. A category D case would imply that investigators had enough reliable material to examine the report and still could not explain it. Category C says something different. It says the case cannot support a firm conclusion because the evidence is too thin or not workable. For readers, this changes the honest wording of the claim. It is fair to say that two people in Saint-Sulpice-le-Dunois reported a luminous object moving unusually on 13 October 1988, and that gendarmes recorded their account shortly afterwards. It is also fair to say the public GEIPAN file contains no published explanation. But it is not fair to present the case as a robust official mystery. GEIPAN’s classification tells us that the missing evidence is part of the result.
This is especially important in a rural department such as Creuse. INSEE described Creuse in 2018 as the second least populated and least dense department in metropolitan France, and its more recent estimate gives the department a population of about 115,000 in the mid-2020s. Why the Thin Record Still Matters
A thin official file can matter in two opposite ways. It can preserve a report that might otherwise survive only as local rumour, and it can stop that rumour from being inflated beyond the evidence. The Saint-Sulpice-le-Dunois file does both. It records the human story: a witness watching from a farm courtyard, calling her husband, seeing a silent light that seemed too fast and too strange to identify. Reading Creuse’s GEIPAN Files Responsibly
The safest reading of Creuse’s official UFO history is that the department has a small but instructive record, not a hidden catalogue of confirmed anomalies. The strongest public lesson is methodological. Some reports become explainable because photographs, timing, direction, astronomical context or tracking data give investigators something to test. Others remain unresolved in the everyday sense because they are too thin to analyse, not because they have survived a demanding investigation.
Saint-Sulpice-le-Dunois should therefore sit at the centre of the Creuse evidence-gap story. It is the file that most resembles a classic rural UFO account: a silent light, unusual movement, night-time setting, sincere witnesses, and a gendarmerie record. But the same file shows why sincerity is not the same as proof. For Creuse as a department-level UFO subject, that is a useful conclusion rather than a disappointing one. The record does not ask readers to choose between belief and dismissal. It asks them to separate three categories that often get blurred together: reports that are identified, reports that are probably identified, and reports that remain thin because the evidence needed to decide has never been recovered.
