What the witness reported on 8 July 2018
At about 11.30 pm on Sunday 8 July 2018, the witness was in a residential garden in Sainte-Foy-de-Peyrolières, a commune in Haute-Garonne to the west of Toulouse. GEIPAN records that the witness phoned within minutes of the observation, leaving a message at 11.41 pm. The later, fuller account became much more detailed. GEIPAN summarised the whole observation as lasting about twenty seconds and unfolding in five phases. First, about one minute after the witness saw what he took to be a shooting star, five or six bright points appeared and moved downwards slightly in a cascading effect. Then four points appeared in an aligned formation, seeming to reveal a dark rectangular shape with orange-dark tones. The shape then appeared to shift from vertical to horizontal movement and from rectangle to triangle, before an extremely rapid acceleration in the fourth phase. The witness reported no sound and no environmental effect. GEIPAN’s testimony page records a single main witness, aged 50, with another person present who did not see the phenomenon because events moved too quickly. This is one reason the case is compelling but also fragile. It has a prompt initial report, then a rich later reconstruction, but the phenomenon itself was short-lived. Why the documentation is stronger than most local cases
The Sainte-Foy-de-Peyrolières file is stronger than a typical brief light-in-the-sky report because it did not stop at a witness form. The explanations GEIPAN tested
GEIPAN did not classify the case as unexplained because no ordinary explanations were considered. Some explanations weakened quickly. A satellite train did not fit the date well: the first operational Starlink train had not yet launched, and GEIPAN’s space-surveillance checks did not find an object matching the reported group of lights at the relevant time. Fireworks were plausible enough to consider because the sighting occurred in early July near Toulouse, but GEIPAN could not identify a matching professional display in the relevant area and time window. The long apparent horizontal movement after the third phase also did not fit well. The most serious ordinary explanation was aircraft, especially several aircraft in formation. GEIPAN found that this was the most coherent hypothesis overall because it could account for changing apparent shapes, lights seen in alignment, and perspective effects. The Patrouille de France idea was checked separately because the date was close to the 14 July period and its aircraft have lights that might be relevant. The missing radar evidence is the case’s biggest weakness
The most important doubt in the file is not that GEIPAN ignored radar; it is that the best radar opportunity was not available when it mattered. GEIPAN requested a traffic radar return from the French air operations centre in October 2018, but the report states that GEIPAN did not have the resulting radar map. It may not have been received, may not have been followed up, or may have been misfiled. Later checks helped, but did not fully repair that gap. GEIPAN did obtain radar data around Toulouse from the Blagnac control centre, but the report says the time window may have been slightly too late compared with the observation. This is why the case remains unresolved rather than extraordinary. The official investigation is strong enough to rule out several simple explanations, but not strong enough to replace them with a confirmed alternative. What D1 means and what it does not prove
GEIPAN’s D category means a phenomenon remains unidentified after investigation.
